I do think it highlights another problem though (yup here comes the whine guys, get ready!!!!).
0.0 is not meant to be safe, nor is it meant to be easy to hold, you should have to earn it. Which is why I see logging/cloaking isk farming ravens as a problem. They are almost 100% safe as they log the second you enter local, unless their not currently targetted by a rat in which case they cloak.
This is apparntely lawless, dangerous space, where you have to fight for your right to reap it's benefits, but there is no risk for these guys, it doesnt make sense. These guys apparently fund Xelas, yet there is no way of combatting them.
Make shooting a rat give you 14min aggro. Dont allow cloaks to be used in this way (warm up period so people can still go afkers or something?).
I chuckle at the people posting about how hard it is to kill the Doomsday guys, because Xelas has ourself been suffering the same problems pretty much the entire time we've been out here, except instead of Doomsday, replace that with "various random corps of various random blue or red status".
The Doomsday Experiment was created by Norman almost entire on the premise that there is currently no effective way to get rid of them, and they are just burning up vast amounts of peoples time and also constitute a security/intel risk.
Personally I've always seen it as more a form of damage control. Since there's no way to stop them (as people will have noticed, they display an immense ability to lose ratting ships over and over again) then it's at least the next best solution to have them sending intel to us instead of someone else, and to be contributing taxes to us.
And beyond that, we also have someone that is highly respected and that can push them around and try to make them contribute more.
They do seem to be actually PVPing more, although really I won't be happy until I see a 25+ man Doomsday POS takedown crew.
25 skill-focused cloaking torp/cruise ravens grinding down unarmed small/medium POS.
If you sent a gang to stop them, all of them just cloak up until you leave :)
But to comment on your original point, if the "macroraven" (as I like to call that setup) didn't exist, then we might have managed to actually keep them out of our space, and this solution wouldn't have been necessary at all.
